PACESETTER (2001-2007)

I have been writing about comics at Independent Propaganda for the past year and have also had an article published in Pacesetter: the George Perez Magazine. I know there are a number of people on the Engine who write about comics for various newspapers and am looking for a little advice. I am preparing a proposal for a column discussing comics to be presented to my own local paper. In order to better my chances of success I have a few questions. Please excuse any stupid questions.

1) I have looked online and through the paper and found nothing regarding where to send such a proposal. Would I send it directly to the publisher or should I be trying to pinpoint somebody else? Or, did I not look hard enough?
