Because whoever sent up the ad took heroes from the back cover and added them into the front cover digitally. So where you see Flash's earpiece on the left side of the image that is where he really should be.
This is a common practice in advertising to make the ad more appealing and to work better as a teaser image. Sorry you guys will just have to wait to see the true wraparound cover image whenever Marvel & DC finally decided to release the real McCoy.
I just finished page 33 of issue #1.

Just to let people know, Comics Continuum has a preview of part of the gatefold cover for JLA/Avengers #1 on display. It's the one that I saw from Baltimore Comicon.

Next week's JLA/JSA Secret Files & Origins #1 features sample artwork from George Perez from JLA/Avengers. The crossover remains unscheduled, but writer Kurt Busiek on Wednesday told The Continuum it's "coming along just fine, so far."
Advertisment reads: "BUSIEK. PEREZ. JLA AVENGERS. The World's Greatest Super-Heroes meet Earth's Mightiest Heroes in an epic 4-issue miniseries decades in the making. It'll be worth the wait."

The art shown in the secret files is the same picture shown at the
Baltimore comic-con. The preview page is the last page of the secret
files issue. It is a advertisement for the project, no release date given
though. The Secret Files issue was in the preview stack for next weeks
comics.

Thanks to ES who pointed this out, but the JLA/JSA SECRET FILES #1 has been pushed back to November 20th.

Also, I think everyone pretty much have guessed that this issue will preview the cover to JLA/AVENGERS (as it was already unveiled at the Baltimore Comic Convention - but also because Tom Smith have mentioned that we are going to see it "Marvel and DC are planning to show off the cover to #1 sometime soon though", via the Avengers Comicboard).
