The cap. pic is older than sept 11. It was first used at The Baltimore Convention on cap's 50th birthday a couple of years ago.

THE BALTIMORE COMIC-CON 2002

Here is a recent advertisment for THE BALTIMORE COMIC-CON 2002, printed in COMICS BUYERS GUIDE #1497 (26 July 2002).

It looks like pretty much the main attraction is George Pérez who's artwork is used on their website (www.comicon.com/baltimore), this ad, and his name predominately listed first as guest.

The main artwork is Pérez's cover to last year's BALTIMORE COMIC-CON 2001 PROGRAM BOOK. At first, I thought that the artwork was pre-9/11, but a closer look at my Timeline, it was a month after 9/11 (correction, see Capt America's 50th Birthday):
